GAVAGHAN: good and bad news on RWCA
Let's start, per usual, with Ryan White CARE Act news. Last Friday morning, Ann Gavaghan in the office of Sen. Hillary Rodham Clinton (D-NY) convened a conference call for New York State stakeholders in RWCA.
The bad news, Gavaghan related, was that the Government Accountability Office (GAO) had yet to issue corrected number runs on what each state would get under a proposed new RWCA funding formula. Per the previous, incorrect numbers, based on giving states that don't yet fully count HIV cases a "proxy" of .9 HIV cases per every AIDS case, New York would take a hard hit of between $20-$30 million annually, with New Jersey, Florida, Texas and Maryland also taking hits.
The good news, said Gavaghan, was that the whole RWCA reauthorization process was slowing down a bit, with a House committee mark-up that had been scheduled for June 13 postponed until later in the month.
According to Gavaghan, the issue of how funding should be formulated was very much still in play, with the proxy approach battling it out between an formula based on AIDS incidence over the past 5 years and another that would simply count living AIDS cases. The latter approach would be most beneficial to New York, which would only take losses in the hundreds of thousands of dollars under that plan...
