Law-change bill gets sign-on from Clark while Towns tries to forge middle ground
CLARK: Backing Frieden bill
You may be wondering what's up with NYC health commissioner Tom Frieden's proposal to change state laws to 1. remove the requirement for pre-test counseling and written informed consent from HIV testing and 2. to allow the city DOH to contact HIV providers and their patients regarding patients who appear to be out of care.
Here's the scoop: With one week left of this legislative session in Albany (it closes next Thursday), Assemblywoman Barbara Clark of Queens is now sponsoring an identical version (A11844) of the bill (A11075) that Assemblywoman Nettie Mayersohn released a while back (with Mayersohn co-sponsoring Clark's bill, no less!)
Both bills call for Part 1 (on testing) of Frieden's proposals if not Part 2 (on contact power), but, two weeks ago, Mayersohn herself told Mark Hayes in HW's Albany office that she intends to add Part 2 to her version of the bill.
Wha?, you may be saying. Well, so are we. At any rate, it's highly unlikely that Assembly health committee chair Dick Gottfried, who has publicly opposed Frieden's proposals, will allow either bill to move...
